Let's begin by acknowledging those who sacrificed and suffered along the path that would lead to the freedoms that we enjoy today. The Massachusetts tribe and the English colonists who settled here and fought and died here during the revolution. And all who have served their communities and their country in the service of freedom. And remember those we've lost in the past year, who've served the town of Arlington, including Kerry Fallon, former member of the Arlington Disability Commission, and the Hybrid Time Meeting Study Committee and Powers former town clerk and select board member Kathleen Keli Diaz, former select board member Bob Rodia, town meeting member, and Donald Marquee, former town manager. For instance, in 1775, the committees of Safety and Supplies held a joint meeting just days before the battles of Lexington conquered and Monomy John Hancock was in attendance. We know this because as all official committees in Massachusetts are required to do to this day, they published minutes of their meeting, which contained this entry, voted that when these committees adjourn it be to Mr. Weatherby at the Black Horse Monomy on Wednesday, 10 o'clock. That's a reference to the Black Horse Tavern, which was just a 15 minute walk down Mass Ave. From here, you'll hear similar votes at town meeting and committee meetings in Arlington today, except now we tend to meet in ornate halls and high tech conference rooms instead of taverns. Progress has its trade offs. American history crisscrosses our town as casually as we do, going about our everyday lives. I'd like to specifically highlight the efforts of my co-chair, Angela Zo Zuki, who's here tonight in Arlington's semi Quincentennial committee, took me three years to learn that for the countless hours that they put in to make the event a success. In particular, the com commemoration of the Battle of Monomy, recognized as the bloodiest battle of the first day of the revolution. Something that we are very proud of, for some reason, which brought history to life and reminded us of Arlington's unique and important place in our nation's. A state-of-the-art facility that will serve generations of students and residents. It stands as a testament to what we can achieve when we plan thoughtfully and invest in our future. Similarly, with the completion of our neighboring DPW Municipal Services Building Project, the town is poised to continue to deliver high quality services to our, our community that our community deserves and appreciates for years to come. And we are about to begin construction on another Safe Routes to School project. This effort includes significant new sidewalks to be installed in the Strat Stratton School area, helping to ensure that every student has a safe and reliable way to walk to school. While not the most glamorous of municipal topics, we also have had a successful transition to our new containerized trash program with a new waste hauler. We will explore creative strategies to promote responsible growth and expand housing opportunities with a particular emphasis on increasing affordable housing so that Arlington remains a vibrant and diverse community for people of all backgrounds and income levels. The first matter that we sought to address were protections for wildlife. There added protections for individuals and species within the bylaw. There is also a set of criteria that will apply to, uh, climate change impacts, specifically looking at mitigating the negative impacts of climate change and resilience to the same. We looked at the permitting that's required for what are called Chapter 91 applications. This is an instance, for example, when somebody might want to put in a dock or a peer. We were previously handling those through administrative approval, trying to streamline the permitting process. Unfortunately, we're not allowed to do that, so we're going to correct that. Uh, within the bylaw itself, we wanted to revisit how many times permits can be extended because there is a conflict between the bylaw as it was originally written, and the regulations and some confusing language around that, uh, procedure. The clarification simply states that you can get one extension. It's always a period of three years that a permit is valid for. We are currently updating the regulations now, and that will come with a change to the fee table each time that fees would change, would require a vote of this body in order to gain approval. And so we're seeking to, to streamline that further. The last major consideration here is the waiver procedure. This is language that's been in the bylaw in some way, shape, or form since the beginning. It helps to avoid, uh, constitutional issues like a taking, for example, if a project or a piece of land is deemed to have essentially no value, you uh, need a way for somebody to get around that to avoid a constitutional taking. We also have an Adopt a Tree program, which basically with a town, so busily planting street trees, roughly 300 a year by the DPW, uh, to keep all those water. The, the DPW staff Gamely tries to, tries to do that. But with that sort of, uh, uh, momentum, it's, it's hard to do all that with town staff. So the Adoptive Tree program offers opportunities of residents to water the baby trees with close to where they live. It's not hard to do, we water them for three years until they're established all the trees going with gator bags. So we have, again, an automated system that's online for folks to sign up to adopt trees. And that is commencing in about, uh, two weeks. And then the Arlington Soccer Club applies for the, uh, the field use permits. They provide a roster for each season, and they are charged a per uh, participant fee as listed. We collect that fee through the recreation department, and we, and again, this is a longstanding fee, and then we divvy it up. A certain portion of that fee goes to pay for the portable restrooms that are placed at each field and then service through the duration of the season. A certain portion of that fee goes to the Department of Public Works to cover the field maintenance contract for aeration, splice seeding, periodic fertilization, and then a portion of that $10 per participant fee goes to the, uh, recreation department for administering, uh, the field field use permits.\n\nSpeaker 40: So it's not an additional $10, it's incorporated into whatever the club is charging the players to participate.
